Welspun Thermal Power Location

21.10.2014: National Green Tribunal today admitted the appeal challenging the 'Environment Clearance' granted to a 1320 MW coal based Thermal Power Station in Mirzapur. The Clearance was granted by Ministry of Environment, Forests and Climate Change in August this year to Gujarat based company M/s Welspun Energy (U.P.) Pvt Ltd. The project saw huge public protests from farmers alleging forceful acquisition of land and green groups alleging that the project suppressed many critical informations in its EIA (Environment Impact Assessment) process and if the same is constructed then serious repercussions would be caused to the environment and wildlife.

The project was mired into controversy

when a 'Site Visit Report' prepared by Vindhyan Ecology and Natural History Foundation, Mirzapur was sent to MoEF last year which claimed the location of the project inside forests and suppression of crucial information regarding presence of several Schedule I animals present in the area. The same report also raised several issues related to impacts on local water resources, water falls and rivers. Concerns were raised specifically on cumulative impact on River Ganga.

Through a written representation (September, 2013) sent by the Registrar, Banaras Hindu University also demanded shifting of the project site owing to the close proximity of its 2700 acres Rajiv Gandhi South Campus (RGSC) and impacts on students health, local environment and water resources on which the campus depends upon. In March, this year students of RGSC got mobilized when the project came for appraisal before the Expert Appraisal Committee (EAC) of MoEF (after deferring the same project two times previously) and registered a strong protests in the form of petition signed by 554 students. The EAC recommended the project for final Environment Clearance in that meeting itself but the final Environment Clearance was granted only in August, 2014 after the new government came into power.

Agitated with the Centre's decision which ignored the concerns raised by Vindhya Bachao and Banaras Hindu University, the petition was filed in National Green Tribunal on 15th October by members of Vindhya Bachao- Shri Debadityo Sinha (environmentalist), Shri Shiva Kumar Upadhyay (Senior Joournalist) and Shri Mukesh Kumar (student of Banaras Hindu University).

मिर्ज़ापुर थर्मल पावर प्लांट पर केंद्र, उत्तर प्रदेश एवं वेलस्पन एनर्जी को ग्रीन ट्रिब्यूनल का नोटिस

 

21.10.2014: आज राष्ट्रीय हरित अधिकरण (नेशनल ग्रीन ट्रिब्यूनल) ने मिर्ज़ापुर के प्रस्तावित 1320 मेगावाट के कोयला आधारित थर्मल पावर प्लांट को मिली पर्यावरण स्वीकृति के खिलाफ दायर की गयी अपील को दाखिल किया। यह मंजूरी पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय ने 21 अगस्त 2014 को वेलस्पन एनर्जी यु.पी. प्रा० लि० को दिया था। इस परियोजना का जहां किसान कंपनी द्वारा ज़बरदस्ती भू अधिग्रहण के मामले में विरोध करते आ रहे है, वहीँ पर्यावरण कार्यकर्ताओं का कहना है कि इस परियोजना के 'पर्यावरण आकलन रिपोर्ट में कई अहम् तथ्यों को छुपाया गया जिसके आधार पर इस परियोजना को मंजूरी मिली है; और अगर ये परियोजना का निर्माण किया जाता है तो तो इससे जंगलों और वन्य जीवों पर बहुत गंभीर प्रतिघात पड़ेगा।

पर्यावरण मुद्दों पर ये परियोजना पिछले साल ही विवादित हो गयी थी जब विन्ध्य बचाओ ने इस परियोजना स्थल का दौरा किया और मंत्रालय को भेजे गए अपने एक रिपोर्ट में वन क्षेत्र के मौजूद होने की बात सामने रखी गयी थी और इससे कई सारे संरक्षित प्रजातिओन के जानवरों पर प्रभाव की बात कही थी। इसी रिपोर्ट में आसपास के जल स्रोतों, झरनों, और नदिओं पर पड़ने वाले दबाव की बात भी कही गयी थी। गंगा नदी पर पड़ने वाले संचयी प्रभाव को ख़ास तौर पर उठाया गया था।

काशी हिन्दू विश्वविद्यालय के कुलसचिव ने भी सितम्बर 2013 में मंत्रालय को इस परियोजना स्थल पर पुनर्विचार करने को कहा था। उनके द्वारा भेजे गए आपत्ति पत्र में उन्होंने इस परियोजना के समीप विश्वविद्यालय के 2700 एकड़ दक्षिणी परिसर मौजूद होने की वजह से छात्रों के स्वास्थ्य, पर्यावरणीय प्रभाव, और जल स्रोतों पर परिसर के निर्भरता को ध्यान में रखते हुए उन्होंने इसे कहीं और स्थातान्तरित करने की मांग की थी। दक्षिणी परिसर के ही 554 छात्रों ने भी एक याचिका मंत्रालय को मार्च, 2014 में भेजा था। वह याचिका मंत्रालय के उस बैठक के पहले भेजा गया था जिस बैठक में इस परियोजना को पर्यावरण स्वीकृति देने की बात सुझाया गया था। हालांकि इस परियोजना को अंतिम स्वीकृति नयी सरकार के कुर्सी सँभालने के बाद ही मिली।

विन्ध्य बचाओ एवं काशी हिन्दू विश्वविद्यालय द्वारा उठाये गए मुद्दों को दरकिनार करते हुए केंद्र सरकार द्वारा दिए गए इस परियोजना के पर्यावरण स्वीकृति को 15 अक्टूबर 2014 को विन्ध्य बचाओ के सदस्य श्री देबादित्यो सिन्हा (पर्यवारंविद), श्री शिव कुमार उपाध्याय (वरिष्ठ पत्रकार) एवं श्री मुकेश कुमार (छात्र, का०हि०वि०) ने ग्रीन ट्रिब्यूनल में चुनौती दिया था ।
